New "Protected Branches" position is bad! UX is really wrong here!

We have a lot of "Deploy Keys" in our GitLab, and most of us has access to them. Putting "Protected Branches" at the bottom of "Repository" page is really bad. A lot of scrolling is needed.

@markglenfletcher This is related to an already open conversation in https://gitlab.com/gitlab-org/gitlab-ce/issues/28451, about time we fix it for all long pages. I'll bring this up in our FE team call and prioritize a fix sooner since this involves modifying workflow for several pages.
