Hide Scrollbars for Issue Sidebar and Remove Nicescroll

Currently we use a jQuery plugin to scroll on the sidebar, but we don't need to. See https://duckduckgo.com/?q=Temperature+20815&atb=v59-3ba&ia=weather as a good example of this scrolling behavior. Whatever they are doing, we should do.
