"Award Emoji" icon shifts when hovered

Summary

The "Award Emoji" icon placed at the top right of comments within issues shifts when you hover over it with a mouse cursor.

Steps to reproduce

1. View an issue that contains comments
2. Locate a comment that was made by a user other than yourself
3. Place the mouse cursor over the "Award Emoji" icon located in the top right of the comment

What is the current bug behavior?

The "Award Emoji" icon shifts to the left when hovered over by a mouse cursor and if the comment was made by a user that possesses a role within the project it will shift to the left and transition to the next line.

What is the expected correct behavior?

The "Award Emoji" icon should transition states (neutral <-> hover) without moving.
