Improving the inline issue and merge request mention status indicator

Problem

https://gitlab.com/gitlab-org/gitlab-ce/issues/1369 implemented this feature with https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/9462

Now each issue and merge request mention has a status indicator written out at the end. This may be too obtrusive.. notable.

Proposal

This may be a something we have to get accustomed to, but i think its not a bad idea to look into improving the current situation, so its not as obtrusive.

This may also chime in at https://gitlab.com/gitlab-org/gitlab-ce/issues/29585 for showing the full status for example in the tooltip, while we do the always visible part in a truncated version for exampole

If we were to go this icon route, which is i think preferable (plus plays into letting our users be instructed more on icon usage) we should put the full wording in the tooltip as in https://gitlab.com/gitlab-org/gitlab-ce/issues/29585

@dimitrieh : Per https://gitlab.com/gitlab-org/gitlab-ce/issues/30916#note_27469160, how about we separate the design and proceed thusly:

1. Incorporate the fix as suggested by @adamniedzielski in https://gitlab.com/gitlab-org/gitlab-ce/issues/30916#note_27469160. This will remove any type of status indicator for comment links and other deep links.

2. Use this issue here to design and implement what the status should be. Icon, super text, etc. This would only apply when you link to the issue / merge request directly (and not to a comment or other ui element in that object).

3. Create a separate issue if we want to bring states when linking to comments, etc. (Spoiler: I personally don't think that's a good design and we don't need it. But let's create a separate issue to discuss if necessary.)

@victorwu let's close this issue for now ;) i commented on the the other issue and updated the issue description with what we should do. It also improves it visually slightly.. thus solving this issue in some way ;)
