Project export fails completely

Description of the problem

Project > Settings > Export project button once results in 4 "Project export error" emails.

All of the emails have the exact same body:

Project oncora couldn't be exported.

The errors we encountered were:

U_STRING_NOT_TERMINATED_WARNING

Additional Info:

• Trying to import the same project into a self-hosted GitLab instance through the OAuth integration results in most of the project being imported, except none of the merge requests (deal-breaker).

• The project is not particularly large (~100MB reported on repository page)

Thanks for reporting this. I did manage to export a random project from gitlab.com without any errors, so it looks like this is not affecting all the projects. I'll have a look...

After some log grepping, I found the issue has to do with merge request diff calling the encoding helper (error raised by CharlockHolmes::Converter.convert) Possibly related: https://github.com/brianmario/charlock_holmes/issues/111

Can confirm project export works successfully now that 9.1 is live on gitlab.com! Thanks for the quick fix on this, @jameslopez
