Admin: Remove User Text Incorrect

As of 9.1 removing a user doesn't remove all of the user content but moves the records to the ghost user. The text on the admin page to remove a user has the following text which is now wrong:

Deleting a user has the following effects:

All user content like authored issues, snippets, comments will be removed

I think the only content removed will be user's projects and all snippets (although I've raised an issue about project snippets might want to be treated differently #31380 (moved)).
