CI builds do not timeout

On GitLab.com, 8.1.0.rc2-ee (though it might have been at 8.1.0.rc1-ee), CI builds fail to timeout if the runner terminates during a build. See gitlab.com build 310476. The timeout in CI settings was set to 60 minutes, but the build did not timeout.
