CI build stages do not always trigger next stage upon completion

For some reason, the deploy stage was not triggered by after the completion of the test stage for a commit (see [removed]; private repository), but it clearly works other times (see [removed]).

Both commits were a result of a MR being merged via the UI, and neither had any builds retried.

This was on 8.1.0.rc2-ee on GitLab.com

I'm not sure of the cause. We should monitor that and see if it happens again.
