"Award Emoji" tooltip should be "Add reaction"

I think the way we refer to the emoji picker as "Award Emoji" within GitLab notes is confusing. "Award" sounds like something inherently positive, whereas the emoji used may also be associated with a negative or neutral reaction (😠, 😕 etc). I think "Add reaction" would be more in line with what users are used to on other platforms where attaching emoji to content are also prominent features (Slack, facebook, etc...).

We should also make these tooltips consistent:
