Sometimes a new MR forgets its pipeline

I just created a new merge request and it acts as if pipelines aren't enabled for the project, but of course I know that they are.

Clicking merge fails, which then gives a countdown to refresh, which eventually refreshes to show the pipeline. But I'm not sure why it didn't show up automatically in the first place.

This feels like a new regression.
