Re-adding a group member with a lower status revokes higher access, including self as owner

Examples noted in gitlab-com/support-forum#353 (closed) and gitlab-com/support-forum#398 (closed). I suppose there could be a point where you would want to assign yourself to a lower position, but not if it ends up locking out anyone from owning the group.
