Default issue board should contain lists

Currently when you use issue boards for the first time, the UI suggests adding two new lists for you. (See screenshot.) This creates too much friction. Instead, we should already create those two lists by default when they navigate to boards for the first time. (Or those two lists can already be created in the BE.)
