Filter labels by text in the label list overview

Description

In the label overview (https://gitlab.com///labels or https://gitlab.com//labels or https://gitlab.com/groups//labels) you can only browse labels by moving from page to page. There is no way to filter labels by name the way you do when you apply them on an issue.

Proposal

To add a text box to filter the label list as you type
