Location aware search

Local search vs Universal search

Instead of navigating from the project/group up in the side pane to allocate searchable instance, we can implement smart search field with a location tag. This location tag can be dismissed to allow us use universal search instead of a local one.

Love this idea.

I propose to add this only after we implement Elasticsearch (currently scheduled for 8.5), or we'll have to redo a lot of work.

@JobV I think its more about UI and calling right method to execute search. I dont think adding Elasticsearch to EE should affect UI or search behaviour.
