Navigation - Add feature toggle to profile dropdown

In order to allow users to enable or disable the new navigation we add a new option under the profile dropdown.

It is yet to be determined if clicking on it will automatically toggle the new navigation or if it will take you to your settings. I propose we take the user to their settings. See #34038 (closed)
