Merge requests tabs should extend the full width when they become fixed

On the merge request page, the tabs should extend the full width of the page when they become fixed after scrolling. This is a regression because it use to work this way.

This also causes the collapse conversation button to appear outside of the tabs when you scroll:

Fix

The bottom border/background should extend the full width, and the actual tabs should remain in the same location.
