Improve Group page

Group page looks messy now. Either split it on Activity and Projects pages like we did to dashboard or implement tabs like we did for user page.

@creamzy looks nice but we dont have such UI controls in framework yet. It should be first implemented there. So I think we do implementation of https://gitlab.com/gitlab-org/gitlab-ce/issues/3480#note_2722988 first

@dzaporozhets @skyruler works on it, we need this UI control for other views as well, not only for this one.

It's still 8.3 maybe we will manage to get the control till 8.4. Otherwise let's proceed with first revision.

I cant live with old group page any more. Should be easy to do. I will fix it :)

For version https://gitlab.com/gitlab-org/gitlab-ce/issues/3480#note_2917278 it should be mostly UI framework changes.
