Find better place for load indicator

Perhaps you can move loader to GitLab logo (left panel) or animate this logo.

@randa.alex animating the logo sounds great. @skyruler will be excited, he is eager to animate something in the system!

@dzaporozhets also I don't like top loading animation, sometimes i don't notice it and feel like nothing happens, maybe we can move it a little lower, below the top nav bar? Any thoughts on it?

@creamzy we use this library for animation - http://ricostacruz.com/nprogress/. We might be able to customize it a bit.
