reStructuredText renderer does not fix up relative links

A README.md file as rendered at the project "welcome" page creates the proper links for relative paths. The same is not true for a README.rst file which creates broken links such as https://gitlab.foobar.com/org/group/CONTRIBUTING.rst instead of .../blob/master/CONTRIBUTING.rst.
