Localization update step missing from update docs in stable branches

Summary

Just updated from 9.3.7 --> 9.4.4. Now unable to load complete merge_requests page. Everything below Discussion / Comments / Changes tabs is blank. This behaviour renders Gitlab unusable.

What is the current bug behavior?

When loading a URL such as https://gitlab.domain.com/group/repos/merge_requests/1111 there is no content below the Discussion / Comments / Changes tab. Clicking on the Discussion tabs does show the discussions, but clicking on the Commits and Changes tab shows no content. As best as we can tell, Javascript errors might be blocking the page from properly loading.

What is the expected correct behavior?

We expect to see the proper content under Discussion / Commits and Changes.
