Create Labels for projects

Customer is requesting the ability to create labels for projects like MRs or Issues.

It's already possible to add tags in the Project's settings:

This feature has actually been available for a long time. It was recently removed from the interface for performance reasons.

There is an long-running, existing issue (with a bunch of votes) calling for this functionality to be available in the interface. I think we should convert that issue into a feature proposal, resurrect it, and continue the discussion there. It seems like a pretty popular feature proposal that has been overlooked.
