Label list pages cleanup
- Clean up design of project labels list page.
- Clean up design of group labels list page.
- Clean up design promoting labels.
- Clean up design of starring labels to be priority labels.

- If it's a

icon since these are the buttons that users don't use frequently. -

, so there is only a section.
Prioritized labels
- If the label is starred,

. - When mousing over the prioritized labels:
- The cursor will change into a
Hand
and ahamburger
icon will appear before label name to indicate it's draggable. For other labels, it will show the normal cursor. - The
border-bottom
is changed to2px
to make it look like floating and draggable.

- After clicking
Promote to group label
icon, it has the modal to confirm with users. - Copy:
- For the promote icon tooltip,
Promote to group label
(if using an icon, not menu item) - For the modal title,
Promote ~Discussion to Group Label?
- For the modal body,
*Discussion* label will be available to *all projects* inside gitlab.org. Other project labels named *Discussion* label in gitlab.org will be merged. This cannot be undone.
- For the banner,
