Some email notifications were lost
Summary
After installing gitlab-ce using omnibus, some email notifications were lost
Steps to reproduce
Add a user, the registration email was sent, but when request resend confirmation, the email was lost.
The pipeline failed email was send.

Email notifications lost.
What is the expected correct behavior?
Email notifications are sent.

Processing by ConfirmationsController#create as HTML Parameters: {"utf8"=>"✓", "authenticity_token"=>"xxxxxxxxxxx", "user"=>{"email"=>"xxxx@xxx.com"}}
