Empty state has focus background with new consistent dropdowns (gl_dropdown)

The empty state with the new consistent dropdowns has a focus background when used with gl_dropdown.

Potential solutions

Seems simple as removing the is-focused class from the .dropdown-menu-empty-link or removing the CSS rule (perhaps both with the new styles).

@MadLittleMods .is-focused is used for keyboard navigation within the dropdown (arrow up / down), so we can't remove it. I think No matching results should not have get .is-focused.

@winh It seems we are saying the same thing. Only removing .is-focused from the empty link whether it be markup or the CSS that would become unused after the markup removal.
