Jumpy changed files header in MR changes tab

I had a todo link to https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/2833/diffs#note_39429380

When I clicked the changes tab and scrolled down, the changed files header started jumping. Currently screen resolution is 1280 x 800 and I am using latest chrome
