Ability to see and sort on vote count from Issues and MR lists

This should be done after #3672 (closed).

We had this previously for MRs. In this case, it would be great to have a +34 / -23 in the list view, so one can quickly see things that are very popular.

The ability to sort for this is vital for the usage of this feature.

Discussed with @dzaporozhets in a call:

Issue with +1, -1

If you have a single count of things that are +1 or -1, this doesn't give a good idea of how popular / interesting an issue is. An issue with +100 and -100 is more interesting than one with +1 and -1, therefore a single count is misleading.

This requires this:

Proposal: show & by default and make available in API

We show the and icons by default, this will prompt people to click these more. These are used specifically for voting.

Additionally, we make these available in the API, for instances as upvotes: 34, downvotes: 23, so you can hook up your integrations with this and have a clear overview of the popularity of something.

I think there's a fundamental tension between allowing arbitrary emoji and having a simple +/- summary. Who decides how much a pile of poop icon is "worth" relative to an ambulance icon, for example? Should a "100" icon cancel out 100 different "thumbsdown" votes? Etc. (you can see this above in that I gave this issue a thumbsup, while two other users gave it an ambulance - does that mean all three of us are in agreement? I have no idea.)

Suggestion for moving forward: Restore the +1 and -1 icons from the old voting system. They and only they count towards the vote summaries shown on the issue / MR listing pages. The other emojis in the picker get popularity counts on the issue/MR page like they do now, to be interpreted in whatever fashion seems appropriate, but they don't contribute towards the vote summary.

@JobV to the degree I understand what's proposed in #3672 (closed), it's definitely progress, but it doesn't sound like that change will bring the up/down counts to the summary pages (important to several commenters), nor honor existing +1/-1 votes from prior to the new Gitlab version (important to my group, at least). Maybe I don't understand the full scope of the proposal though?

I'm not sure if this is doable. Maybe @vsizov can comment on this.

@JobV In my opinion the award-emoji feature is useless for issues and merge requests. I would rather add them to regular notes.

@vsizov I don't understand, didn't you implement award-emoji for issues?

@sytses Yes, I implemented. I mean that I (personally) don't have any reason to use emoji on the issue and MR pages, just because I can't imagine any use case. But many people love it, and this is why we implemented it I guess. In other words my opinion differs from most of other people regarding this. And I discussed it with @dzaporozhets and @JobV

UPDATE: I would love to see two award emojis and and also the possibility to add them with regular comment. So it would not create email spam.

UPDATE1: I would also love having award-emoji feature on notes, like slack's reactions.

I also believe seeing the vote count on the issues (and merge requests) pages again is needed. It will definitely be needed to do #2864 (closed) in 8.6.

You could also consider showing four options instead of the proposed two: agree, disagree, abstain, veto. This is how they are doing it at Loomio, and I like how it allows you to be a little more clear in your vote casting without adding more noise.

A good feature would be to add this voting system for each post and not only for the starting issue so users can vote single responses.
