Share a project with any group

Customer requests that an admin can have access to view all groups to chose which to share a project with. Instead of the current behaviour of only viewing groups he/she has access to.

Excellent, thanks. I do prefer powerful admins as well.

I more meant that a normal user should be able to share a project with any group to enable easier collaboration between different groups.

@JobV What do you think about @cmacduff's comment? Letting normal users have this access as well?

I believe this was how it worked way back in GitLab 5 or thereabouts. At the time, I believe you could create any number of "teams" and assign the team permission levels. Then you could add any team to a project across the system.. Then again, I can't remember if I tested that as a normal user or not as that was years ago. Regardless, this would definitely be an appreciated feature from my perspective

@cmacduff @balameb I'm a little worried about doing that, because it's essentially giving away permissions to a project where you -without this feature- might not be able to do that.

Maybe we should limit it to the people that can add people to the project, so master and up.

That makes sense to me.

I logged as root(default admin user) and i am able to share with all groups.
