Customer requests that an admin can have access to view all groups to chose which to share a project with. Instead of the current behaviour of only viewing groups he/she has access to.

This issue has been changed to a bug because this functionality was already available previously.
I believe this was how it worked way back in GitLab 5 or thereabouts. At the time, I believe you could create any number of "teams" and assign the team permission levels. Then you could add any team to a project across the system.. Then again, I can't remember if I tested that as a normal user or not as that was years ago. Regardless, this would definitely be an appreciated feature from my perspective
@cmacduff@balameb I'm a little worried about doing that, because it's essentially giving away permissions to a project where you -without this feature- might not be able to do that.
Maybe we should limit it to the people that can add people to the project, so master and up.
@felipe_artur thanks for the update. I'll report back. You can but I'd prefer if we notify the person who's handling the ticket as well. Promise I'll be quicker next time ;)
