Can't add attachment in the comment form and in the new issue

Both browsers Safari and Chrome. Can't attach screenshots, so please test

and the ownership and permissions of the files are:

Starting from that date and time all uploads in tmp are not owned by the correct user.

After realising that all files have the same timestamp @jnijhof was kind enough to confirm that it was probably caused by a migration to another storage so the issue should be fixed now.

@marin can we close this issue now? Tested and fixed for sure.
