Close/Open ajax issue does not update comment buttons

cc @creamzy @skyruler @JobV See !1762 (closed) When closing or opening an issue the comment/discussion buttons at the bottom do not update to show the issue as open or closed. Can be fixed with #4207 (closed).

@dzaporozhets This is fixed in !2399 (merged). I had not referenced this issue in that MR. I am going to close manually. I'll make sure I reference in the future.
