Say you want people to be able to suggest changes and open a merge request, but you don't want to lock every single branch.
The solution is simple: you make your project public or internal and let people fork it. They are not able to push to the project itself without being a member of it, but they are able to create a merge request from their fork.
This is very handy if you want to restrict access. We should document that we support this, based on the support ticket linked above.
Also, who can accept a merge request and who can't?

I think you are right and we should correct the permission table.
Remove: Create new merge request
Add: Accept merge request
