Mentioned people doesn't receive a notification

I have noticed that mentioned people in issues doesn't receive a notification (notification level participating).

For example there is an issue which I have to implement, but I want to know something from someone else. I will mention him in the issue with the hint to comment and hope that he will get a notification pointing to this issue.

My workaround is to write a comment and delete it after some minutes to ensure the mail is sent.

I'm unable to reproduce this in the current version of gitlab.
This should be fixed, so I'm closing this issue.
