Set notification level on projects I'm not a member of

@Changaco reports and @DouweM confirms that it is not currently possible to receive notifications for projects you're not a member of.

I don't think #3965 (closed) is needed for this. It is very similar to https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/3115 and can reuse the Subscribable concern from there.

When https://gitlab.com/gitlab-org/gitlab-ce/issues/3359 is done, that would probably go a long way as well.

As of https://gitlab.com/gitlab-org/gitlab-ce/issues/3359 and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/3421, notification logic has been decoupled from membership logic, so it should now be possible to allow any user to set their notification settings for any project.

The milestone on this ticket is 8.8, and the ticket is closed. I don't see any mention of this feature in the 8.8 release announcement, but I'm pretty sure I was just able to "watch" the GitLab-CE repo ... soooooo ... good work! :-)
