Admin messages disappeared in the new design.

Hello,

It looks like the Admin messages were dropped with the new design for v7.7. I can see where to add messages in the Admin panel, but these messages don't appear at any page after they are added.

I can approve the bug. The div with class="broadcast-message" disappears behind the "navbar navbar-static-top navbar-gitlab". Instead a white bar appears between navbar and content.

The attached image shows the broadcast-message in blue and the white space, where it should be.
