Left sidebar in screens with small height hides the last elements

just where exactly are issues handled? here? github? Your contribution guidelines state to search issue here... and I've seen issues closed on the gitlabhq repo on github informing the person opening the ticket to use the issues here...

Yet I see issues on here closed with no comment, reason, explanation, and sometimes even a referral back to github.com.

Fixed in 7.8 by separating settings from rest of menu
