What does this MR do?
Disable navigation to Pages config if Pages is disabled
Are there points in the code the reviewer needs to double check?
Access to the configuration pages is disabled outright if pages is disabled. This doesn't take into account whether domains are already configured before pages is disabled
Why was this MR needed?
Issue argues that the Pages functionality should not be advertised to instance users if the feature has been disabled (or never enabled) by the administrator
