Add support for relative URL Root

gitlab-git-http-server is unaware of relative URL root. Using a simple rewrite rool under nginx is apparently not sufficient (see gitlab-org/gitlab-ce#2770 ).

A simple fix would be to add a setting in gitlab-git-http-server to specify a perticular raltive URL root
