Status of this project

@ayufan If we use this ourselves https://dev.gitlab.org/gitlab/gitlab-ci/issues/322#note_56433 shouldn't we make sure that our users can also find and use it?

I still don't have idea whether this should be opt-out or opt-in.

Opt-out, we had multiple runner dying and people scrambling to understand what happened (disk full due to images). If we run it ourselves, it should be the default.

From the handbook "If you fix something for GitLab.com or one of our users make sure to make that the default (preferred) and radiate the information in the docs, we should run GitLab.com with the default settings and setup our users would also have."

Ok, it's good idea.

2. I added a README describing the purpose and configuration of this project.
3. I added in main gitlab-runner project information about this project.

I will see how it can be used with auto-scaling.
