"gitlab-ci-multi-runner start" does not work if home directory of configured user does not exist

You can not see any output even changing log level.

I would say that "gitlab-ci-multi-runner install" could not deploy properly the files. but there should be at least a message.

You should verify the status of service with: gitlab-runner status.
