Add Homebrew Formulae

This PR adds a workable Homebrew Formulae.

Before the Formulae is merged to Homebrew, use the following command to install gitlab-runner thru brew

brew install https://gitlab.com/quanlong/gitlab-ci-multi-runner/raw/homebrew/packaging/homebrew/gitlab-ci-multi-runner.rb
