Provide a way through the config to specify global git-config defaults

It would be useful for me to set some git config options globally on my server (compression, performance tuning, etc). I would like to be able to set a variable in the gitlab-shell config yaml that corresponds to a variable in the git config file for each repo managed by gitlab.
