Enable CI long polling for everyone

With %9.0 in omnibus-gitlab we shipped CI long polling, since that time we did not have major problems with it.

It's fine to change the default in Omnibus to be 50s as this seems to be sweet point for every router configuration in the fly.

Maybe this is more change to Workhorse, hmm.

@ayufan considering scheduling this for 9.4, can you confirm what the change would be?
