The application track worker counts using a Redis hash per Sidekiq worker.
The hash fields are contain information of the Sidekiq process id and thread id.
The application also does a periodic hash clean up during
ConcurrencyLimit::ResumeWorker crons.

The change is behind a sidekiq_concurrency_limit_optimized_count feature flag.

Refactor dropdownToggleText so that "Select a self-hosted model" is returned if the provider is vendored or the model can't be found. Not being able to find a model when the provider is self-hosted is buggy behaviour and needs to be fixed at the root, however this should make the component more resilient at least.
