Originally, CI components could be defined anywhere in a resource
repository. Now, we require them to be inside a `templates` directory.
We supported the legacy fetching for a few milestones to give users time
to upgrade, and now we are removing it.

There are cases where we need to ignore the column forever like those
changed in this MR. Previously we hacked around this by using version
3000 or by calling `ignored_columns +=` directly which is forbidden by
a cop.

from `incoming_email` so all reply by email features
work as expected for Service Desk custom email.
