ConvDev Index at Group level
Description
I was taking a look at the ConvDev index feature that will be released in v9.3 and thought it was pretty slick BUT would like to get nerdier with the data. Like being able to compare not just at an instance level (between companies) but also down to Groups/Projects inside our instance
Proposal
Being able to pull this off locally would be key, we wouldn't want to use "Usage ping" data and be shipping all this data back to GitLab (maybe some wouldn't mind?)

@JobV : This should be useful for organizations where teams can help each other, share knowledge internally. Let's leverage groups to accomplish that. That was one of the areas we chatted about earlier to expand ConvDev. Basic design I'm thinking of:
- Calculate same metrics as ConvDev, for each group within an instance. So you would be aggregating all projects+members within each group.
- Compare across groups.
- Each group would see their own score, but they wouldn't see any other group's score explicitly. But you would know how far you are away from the leader (same as before).
- There's an overall instance admin view where you can see all groups.
