Issue edit timeago has the wrong verbiage

Immediately after editing and saving within an issue, the edited timeago test is incorrect:

Should say "Edited a second / minute ago by..." (not sure on this)

changed title from Issue edit notice has the wrong verbiage to Issue edit timeago has the wrong verbiage

changed the description

added frontend in GitLab FOSS label

changed milestone to %Next 2-3 months in gitlab-foss

I don't have the code right in front of me, but I saw it recently. I believe this is actually when our timeago utility can't work out what string it should place. So we should look into that as well instead of just throwing in the missing "ago" in that string.

I'm tempted to make this a regression in GitLab FOSS but not sure if its critical enough considering we've had a lot this release already.
