When adding labels in issue sidebar, cannot see what labels are already there

• Currently when you add a label in the issue sidebar, the dropdown totally blocks the existing view of sidebars, so you cannot see what is already there. You can scroll through the dropdown to see, but that's a lot of work.
• Simply have the dropdown appear below the list of existing labels.
• For this iteration, when you change labels (add/remove), the display does not update until you persist to system.
