Add confirmation dialog to "Lock" button

I accidentally clicked the "Lock" button in here https://gitlab.com/gitlab-org/gitlab-design/tree/master/progress/pedro/ci/ce%2332420-new-project-templates/production-assets

We could add a confirmation box, like we do for some actions, to prevent accidental clicks.
