Add commit message to JIRA mention comment

If a JIRA issue is mentioned in a commit, add the commit message to the JIRA comment from GitLab. This could look something like:

USER mentioned this issue in abcd123:
“Git commit message”

cc/ @JobV This should be doable. Can we schedule?

I thought we already scheduled this. @vsizov @marin do you remember?

We did schedule this somewhere and there is a long discussion about what is required, no idea where it is now.
