Link to Time tracking documentation should link to built-in help

Description

At the moment, the link to time tracking documentation in the sidebar points to docs.gitlab.com. It should point to the internal documentation of the instance instead.

Proposal

Change https://docs.gitlab.com/ee/workflow/time_tracking.html to /help/workflow/time_tracking.md instead.

@regisF That revised URL is giving me a 404.

Hmm, I know how to do this in Haml, but not JS :/

@regisF the URL should be pulled from a data attribute in an HTML element so we can generate it with HAML, probably.

Thanks all :) We can pass the URL to Vue without the data attribute, but you're right: we need to use a rails helper. I'll fix it
