License key text box appears when 'Upload' is selected

There seems to be a regression in 8.17.1 (I didn't notice it yesterday in 8.17.0). On the license page, the 'License key' text box is displayed even when 'Upload license' is selected. Previously, this box would only appear if the selector was changed to 'Enter license key'.

Looks like the same JS error as is causing https://gitlab.com/gitlab-org/gitlab-ce/issues/28829. I can now reproduce on GitLab.com as of the moment 8.17.1 was deployed. It was not reproducible on GitLab.com in 8.17.0

Closing as this was caused by our JS Uglifier improperly mangling production JS. It was fixed.
